June 2023 marks the 22nd National "Safety Production Month." To further enhance safety awareness and implement the theme of "Everyone Talks About Safety, Everyone Knows How to Respond to Emergencies," the 2023 Jingmen High-tech Zone & Duodao District Safety Production Month launch ceremony was held on June 6th at Jingmen Hongtu Company. Wang Wei, Deputy Secretary of the Party Working Committee, Executive Deputy Director of the Management Committee, Deputy Secretary of the Duodao District Committee, and District Head; Chen Qifu, Member of the Party Working Committee, Deputy Director of the Management Committee, Standing Committee Member of the Duodao District Committee, and Executive Deputy District Head; Guo Jianlin, Member of the Party Working Committee, Deputy Director of the Management Committee, Standing Committee Member of the Duodao District Committee, and Deputy District Head; Li Bing, Deputy Director of the District Government Office; Li Kebo, Captain of the Duodao District Fire Rescue Detachment; Yang Dong, Director of the Duodao District Emergency Management Bureau; representatives from member units of the District Safety Committee, the District Fire Rescue Detachment, major officials from district streets and communities, safety office directors, and Zheng Zhijun, General Manager of Jingmen Hongtu Company, attended the meeting. Over 300 representatives from more than 10 enterprises in the Jingmen High-tech Zone & Duodao District participated in the event. The meeting was chaired by Guo Jianlin, Member of the Party Working Committee, Deputy Director of the Management Committee, Standing Committee Member of the Duodao District Committee, and Deputy District Head.

This "Safety Production Month" launch ceremony, through diverse safety activities, aims to further strengthen enterprise safety production awareness, improve the ability to implement emergency plans and respond to emergencies, improve systems, strengthen management, ensure the safe operation of enterprise production, and jointly maintain a safe and stable situation.

First, attendees watched the safety awareness education film "Safety Production, A Constant Warning." The film, focusing on the importance of safety production, uses ten shocking real-life cases to emphasize that safety production must be a constant warning and a persistent effort. Only by tightening the "master switch" in our minds can we truly safeguard the bottom line and red line of safe development.

Zheng Zhijun, General Manager of Jingmen Hongtu Company, delivered a speech at the conference. Regarding this Safety Month activity, Mr. Zheng put forward three requirements: First, widely promote the principle of "safety first, prevention first, comprehensive management," promote various measures for "treating both the symptoms and the root causes" in safety production, and create a strong atmosphere of "caring about safety, caring about life"; second, refine safety responsibilities, promote the investigation and rectification of hidden dangers, and ensure that hidden dangers are investigated without omission according to the plan and activity plan formulated by the company's HSE Committee Secretariat, effectively eliminating hidden dangers in their infancy, and making every effort to prevent accidents; third, strengthen on-site management and team building, truly implement safety production responsibilities to every post and every employee, and achieve comprehensive and full coverage of safety management. Continuously consolidate the safety foundation, control safety risks, build a safety defense line, and promote the safe and stable development of the enterprise.

Regarding the implementation of the "Safety Production Month" activities, Chen Qifu, Member of the Party Working Committee, Deputy Director of the Management Committee, Standing Committee Member of the Duodao District Committee, and Executive Deputy District Head, emphasized that all units should take the "Safety Production Month" activities as an opportunity to further strengthen the red line thinking and bottom line awareness, always keep the safety production string tight, and strictly implement the main responsibility. Investigate problems, find root causes, make up for shortcomings, strengthen weaknesses, and focus on solving key and difficult problems in safety production; comprehensively popularize knowledge of accident prevention, hazard investigation, and emergency rescue, and create a strong atmosphere of "understanding safety, talking about safety, and demanding safety"; remind employees to firmly establish the concept that safety is above all else, ensure the safe development of all aspects of the enterprise's work, and maintain overall stability.

Subsequently, representatives from Yingde Gas, Hangte Equipment, Jingmen Hongtu, and Gurun Technology gave presentations on safety production, sharing their experiences and insights in safety production management, demonstrating their determination to continuously improve safety awareness, and issuing a safety initiative to all enterprises in the district.

Led by Yang Dong, Director of the Duodao District Emergency Management Bureau, all attendees took a safety oath.

Safety comes from vigilance, accidents from negligence. To further strengthen the safety supervision of confined space operations, improve employees' emergency rescue and risk prevention awareness, and prevent production safety accidents, attendees jointly observed a confined space asphyxiation accident emergency rescue drill at Hongtu Company.

This drill, following a pre-set plan, simulated an assembly workshop worker collapsing and losing consciousness during in-tank operations, triggering an emergency rescue. Through emergency drills involving hazard reporting, command deployment, emergency response, and rescue organization, the ability of employees to handle emergencies was enhanced. The drill was well-organized and meticulously deployed, with each action team having clear responsibilities, standard operations, and close cooperation, achieving the expected goals and effects. It also trained the rescue team and accumulated practical experience in rescue drills.

Safety is no small matter; prevention is better than cure. Through a series of safety education activities, the aim is to guide all employees to proactively learn about and understand safety, effectively improving safety awareness, internalizing it, and putting it into practice. Let's play the safety production melody together, sing the strongest voice of safety production, push enterprise safety management to a new level, and create a safe and stable environment for the high-quality development of the district's economy and society.
