I. Project Overview
(I) Project Name: Power System of Phase II Plant of Spherical Tanks
(II) Bidder: CIMC Enric (Jingmen) Energy Equipment Co., Ltd.
(III) Project Location: No. 16, Yingchun Avenue, Duodao District, High-tech Zone, Jingmen City
(IV) Scope and Content of Bidding: A set of power systems for the Phase II plant of spherical tanks (including maintenance of the switch station in the Phase I plant, spring testing of transformers, and backend upgrade and maintenance), responsible for on-site installation and commissioning of complete sets of equipment, implementing a turnkey project.
(V) Quality and Delivery Requirements: Equipment must meet national standards and occupational health requirements; delivery before May 15, 2022.
II. Registration Requirements:
(I) Bidding units must have independent corporate legal qualifications and have a Class IV license for the installation (repair, testing) of power facilities of the People's Republic of China. Within the past 3 years (March 24, 2019 - March 23, 2022), they must have completed no less than 3 similar projects. Similar projects refer to similar projects with a single contract amount of 3 million yuan or more (proof of performance is a copy of the bid notification or contract agreement and equipment acceptance report); and have corresponding capabilities in terms of personnel, equipment, and funds.
(II) Joint bids are not accepted for this tender.
(III) Credit Requirements: Not under the status of property being taken over, frozen, or bankrupt; no administrative penalties less than 200,000 yuan have been handled within the national administrative region; less than three enforcement records within the past 12 months and the amount of enforcement does not exceed 1.5 million yuan, except for those that have eliminated the enforcement records before bidding.
III. Registration Method and Time: This bidding project adopts telephone and on-site registration. Bidding units that meet the above registration requirements should submit their basic qualifications to the following email (hanlu@enricgroup.com) or submit them on-site to the Enterprise Management Department of CIMC Enric (Jingmen) Energy Equipment Co., Ltd. before 17:00 on March 30, 2022. Each unit should submit the basic qualifications between 9:00 and 12:00 in the morning and 13:30 and 17:00 in the afternoon (Beijing time, the same below). After passing the registration, each unit should pay a document fee of 300 yuan (wire transfer or bank transfer) to CIMC Enric (Jingmen) Energy Equipment Co., Ltd.
IV. Bid Security
1. The bid security for this project is RMB 80,000 (in words: Eighty Thousand Yuan), which should be submitted to the bidder in one lump sum before April 8, 2022.
2. Bidding units should submit the bid security by bank transfer or wire transfer, and it should be transferred from the basic account of the bidding unit, and participate in the opening ceremony with the receipt issued by the bidder;
3. The bid security of unsuccessful bidders will be returned without interest within 5 days after the contract is signed; the bid security of the successful bidder will be directly converted into a contract performance security when the successful bidder signs the contract.
V. Obtaining Bidding Documents and Drawings: Bidding units that have passed the initial qualification review should obtain the electronic version of the bidding documents from Han Yu in the procurement department with the receipt issued by the bidder or payment information at the latest by March 31, 2022, after receiving the telephone notification from the bidder.
VI. Q&A Time, Submission Time of Bidding Documents, Opening Time and Location (Specific details are subject to the bidding documents):
(1) Bidding units submit written questions and Q&A: Submit to Han Yu, Procurement Department, CIMC Enric (Jingmen) Energy Equipment Co., Ltd. or send by email to hanyu@enricgroup.com before 17:00 on April 1, 2022.
(2) Bidding Deadline: Before 9:00 on April 11, 2022 (Specific details are subject to the bidding documents), delivered to the opening ceremony site. Bidding documents submitted after the deadline will not be accepted.
(3) Planned Opening Time: April 11, 2022 (Specific details are subject to the bidding documents).
VII. Notes: During registration, bidding units must not disclose the information of the recommender, and must not use internal or external relationships to affect the fairness and impartiality of the bidding process, otherwise their bidding qualifications will be cancelled.
