Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd. Bidding Announcement for the Transformation of the Warehouse-Repair Shop Greenhouse, Stockyard, and Shot Blasting Room Greenhouse Project

I. Project Overview

(I) Project Name: Warehouse-Repair Shop Greenhouse Transformation, Stockyard, and Shot Blasting Room Greenhouse Project.

(II) Bidder: Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd.

(III) Project Location: No. 16, Yingchun Avenue, Duodao District, Jingmen High-tech Zone

(IV) Scope and Overview of Bidding: 1. Greenhouse Transformation: Includes steel structure, walls, lighting, power distribution, gantry crane track foundation, ground, and enclosure construction. The main project is to divide the existing greenhouse (60m long, 20.2m wide, 6m eave height) into storage and repair workshops. The repair workshop area is 24*20.2m, and the remaining part of the storage area will be increased by two spans, with an area of 54*20.2m. Two-layer cargo platforms and an office will be added to the storage area; maintenance walls and doors and windows will be added around the greenhouse, and an insulation layer and color-coated steel roof will be added to the original roof; including ground track foundation and track installation of approximately 270m. Includes indoor ground area of 1462㎡. 2. Stockyard Construction: Includes the construction of a concrete surface layer of approximately 12285㎡ around the storage-repair shop greenhouse and the pre-embedding of pipelines, demolition and reconstruction of equipment foundations. 3. Steel Structure Greenhouse: Includes a light steel structure greenhouse for the shot blasting room, demolition of the original warehouse (240㎡) of the heat treatment furnace greenhouse, and transformation of underground fire-fighting water pipelines and other facilities. The main project is a shot blasting room light steel structure greenhouse with an area of approximately 700㎡, including the greenhouse foundation and the main construction of the steel greenhouse. Note: The scope and content of the bidding shall be subject to the bidding documents. (V) Quality and Time Requirements: (1) Quality and requirements are specified in the bidding documents; (2) Construction period: 30 calendar days for the transformation of the warehouse-repair shop and stockyard construction, 25 calendar days for the shot blasting room light steel structure greenhouse, and the two greenhouses will be implemented in stages.

II. Eligibility Requirements:

(I) Bidding units must have independent corporate legal person qualifications and have Grade 3 or above general contracting qualifications for building engineering construction, Grade 3 or above professional contracting qualifications for steel structure engineering, and have completed no less than 3 similar projects within the past 3 years (February 28, 2019-February 28, 2022). Similar projects refer to steel structure engineering construction projects with a single contract amount of 1 million yuan or more (proof of performance is a copy of the bidding notice or contract agreement and project completion acceptance report); and have corresponding capabilities in terms of personnel, equipment, and funds.

(II) Joint bids are not accepted for this bidding.

(III) Credit Requirements: Not under property receivership, freezing, or bankruptcy; no administrative penalties less than 200,000 yuan in the national administrative region, no more than 3 enforcement records with a total enforcement amount not exceeding 3 million yuan, except for those that have eliminated the enforcement records before bidding.

III. Registration Method and Time: This bidding project adopts on-site registration. Those who are interested in bidding, please bring the documents included in the above registration conditions to Room 202 of the Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd. office building from March 25, 2022 to March 30, 2022 (excluding legal holidays), from 9:00 to 12:00 am and from 2:00 pm to 5:00 pm every day (Beijing time, the same below). Each set of bidding documents costs 1000 yuan and is non-refundable.

IV. Bid Security (I) The bid security for this project is RMB: ￥80,000.00 (In words: Eighty Thousand Yuan), which shall be submitted by the bidding unit to the bidder in a lump sum before April 8, 2022. (II) The bidding unit shall submit the bid security by bank transfer or telegraphic transfer (account information is shown in Article 10), and it shall be transferred from the basic account of the bidding unit, and the bidding unit shall participate in the opening ceremony with the receipt or payment voucher issued by the bidder; (III) The bid security of unsuccessful bidders shall be returned without interest within 10 working days after the signing of the contract for this project; the bid security of the successful bidder shall be directly converted into a contract performance security when the successful bidder signs the contract.

V. Bidding Notes: If the bidder has any of the following circumstances, the bid security will not be refunded, and the bid security will be handled by the bidder:

1. Collusion, bid rigging, false bidding, and acts that violate fair trading;

2. The bidder withdraws its bid documents during the bid validity period;

3. The successful bidder fails to sign the engineering construction contract within the specified time limit.

VI. Obtaining Bidding Documents and Drawings: Bidding units that have passed the initial qualification review shall obtain the electronic version of the bidding documents and drawings by 5:00 pm on March 31, 2022 at the latest, with the receipt or payment voucher issued by the bidder after receiving the notice from the bidder.

VII. Q&A Time, Submission Time of Bid Documents, Opening Time and Location:

(II) Deadline for submission of bid documents: April 11, 2022. Delivered to the opening ceremony site, bid documents submitted after the deadline will not be accepted. (Bid documents must be provided in a U disk with a stamped PDF scan, budget file in Excel format, sealed together with the bidding documents)

(III) Planned opening time: April 11, 2022, the specific time and location of the opening ceremony will be notified separately.

VIII. Notes: If the above bidding documents, drawings, and opening time are adjusted, the bidder will notify separately. During registration, bidding units must not disclose the information of the recommender, and must not use internal or external relationships to affect the fairness and impartiality of the bidding process, otherwise their bidding qualifications will be cancelled. During the epidemic period, units participating in the registration must present their health code and itinerary code before entering the company. Those with red (yellow) codes or those who have traveled to medium or high-risk areas are prohibited from entering. Masks must be worn throughout the entire process of entering the company.
