I. Project Overview

(1) Project Name: Heating Room

(2) Tenderer: Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd.

(3) Project Location: No. 16, Yingchun Avenue, Duodao District, High-tech Zone, Jingmen City

(4) Scope and Content of Tender: 4 sets of heating rooms, responsible for on-site installation and commissioning of complete sets of equipment, implementing a turnkey project.

(5) Quality and Delivery Requirements: Equipment meets national standards and occupational health requirements; delivery within 60 calendar days after contract signing.

II. Registration Requirements:

(1) Bidding units must have independent corporate legal qualifications and relevant qualifications in industrial furnace design, manufacturing, and installation, have the ability to independently complete this project, and have experience in similar projects. Within the past 3 years (January 1, 2020-January 1, 2023), they have completed no less than 3 similar achievements. Similar achievements refer to similar projects with a single contract amount of 500,000 yuan or more (performance proof materials are copies of the winning notice or contract agreement and equipment acceptance report); and have corresponding capabilities in terms of personnel, equipment, and funds.

(2) Joint bids are not accepted for this tender.

(3) Credit Requirements: Not under property receivership, freezing, or bankruptcy; no administrative penalties less than 300,000 yuan in the national administrative region, no more than 3 enforcement records with a total amount not exceeding 500,000 yuan, except for those who have eliminated the enforcement record before bidding.

III. Registration Method and Time: This tender project adopts telephone and on-site registration. Bidding units that meet the above registration requirements should submit their basic qualifications to the following email (hanlu@enricgroup.com) or submit them on-site to the Enterprise Management Department of Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd. before 17:00 on January 13, 2023. The submission time is from 9:00 to 12:00 in the morning and 13:30 to 17:00 in the afternoon (Beijing time). After registration is approved, each unit should pay a documentation fee of 300 yuan (wire transfer or bank transfer) to Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd.

IV. Bid Security Deposit

1. The bid security deposit for this project is RMB 50,000 (in words: Fifty Thousand Yuan). Bidding units should submit it to the tenderer in one lump sum before February 3, 2023.

2. Bidding units should submit the bid security deposit by bank transfer or wire transfer, and it should be transferred from the bidding unit's basic account, and the receipt issued by the tenderer should be presented at the opening ceremony.

3. The bid security deposit of unsuccessful bidders will be returned without interest within 5 days after the contract is signed; the bid security deposit of the successful bidder will be directly converted into a contract performance bond when the successful bidder signs the contract.

V. Obtaining Tender Documents and Drawings: Bidding units that have passed the initial qualification review should obtain the electronic version of the tender documents from Han Yu in the procurement department at the latest by January 14, 2023, with the receipt issued by the tenderer or payment information after receiving the telephone notification from the tenderer.

VI. Q&A Time, Submission Time of Tender Documents, Opening Time and Location (Specific details are subject to the tender documents):

(1) Bidding units submit written questions and Q&A: Before 17:00 on January 15, 2023 Submit to Han Yu, Procurement Department, Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd., or send an email to hanyu@enricgroup.com.

(2) Tender closing date: Before 9:00 on February 8, 2023 (specific details are subject to the tender documents), delivered to the opening ceremony site. Late submissions will not be accepted.

(3) Planned opening time: 9:00 on February 8, 2023 (specific details are subject to the tender documents).

VII. Notes: During registration, bidding units must not disclose the information of the recommender, and must not use internal or external relationships to influence the fairness and impartiality of the bidding process, otherwise their bidding qualifications will be cancelled.
