I. Project Overview:

(1) Project Name: Primer Line Equipment Foundation and Supporting Transformation Project

(4) Bidding Overview and Scope:

Project Overview: The work area is inside the workshop. The existing production line will be transformed, including the construction of equipment foundation pits, platform car track foundations, and the transformation of the existing building and some supporting facilities.

Bidding Scope: 1. Construction of platform car track foundations and track installation. 2. Construction of pre-embedded parts on the track ground. 3. Construction of primer room equipment foundations (pits and underground passages). 4. Demolition and transformation of existing facilities, including building demolition, wall demolition, and pool demolition; backfilling of existing pits; transformation of rainwater and fire protection water; relocation of overhead crane platforms and demolition of stairs. 5. Cooperation with pipelines for trench excavation and backfilling. 6. Addition of lighting.

(5) Quality and Time Requirements: (1) Quality and requirements are specified in the bidding documents; (2) Construction period: 45 days.

II. Registration Requirements:

(1) Bidding units must have independent corporate legal person qualifications and have Grade 3 or above general contracting qualifications for building engineering construction.

(2) Performance Requirements: Within the past 3 years (January 26, 2021 - January 26, 2024), at least 3 similar projects have been completed. Similar projects refer to similar equipment foundation construction or industrial plant construction with a single contract amount of 500,000 yuan or more (performance proof materials are copies of the bidding notice or contract agreement and project completion acceptance report).

(3) Financial Requirements: Good financial condition, providing audit reports for the past two years.

(4) Credit Requirements: Not under property receivership, freezing, or bankruptcy; no administrative penalties exceeding 200,000 yuan within the national administrative region; no more than 3 enforcement records with a total amount not exceeding 3 million yuan, except for those that have eliminated the enforcement records before bidding.

(5) Joint bids are not accepted for this bidding.

III. Registration Method and Time:

This bidding project adopts on-site registration. Those who are interested in bidding, please bring the documents listed in the registration requirements from January 26, 2024 to February 1, 2024 (excluding statutory holidays), from 9:00 to 12:00 am and 2:00 pm to 5:00 pm every day (Beijing time) to Room 202, Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd. office building. Each unit should pay a registration fee (including electronic materials) of 500 yuan (remittance or bank transfer, please note: registration fee) after registration is approved.

IV. Bid Security:

(1) The bid security for this project is RMB: ¥10,000.00 (in words: Ten Thousand Yuan), which should be submitted to the bidder in one lump sum before February 19, 2024.

(2) Bidding units should submit the bid security by bank transfer or remittance (account information is shown in Article 10), and it should be transferred from the bidding unit's basic account, and the bidding unit should bring the receipt or payment voucher issued by the bidder to attend the opening ceremony;

(3) The bid security of unsuccessful bidders will be returned without interest within 15 working days after the signing of the contract for this project; the bid security of the successful bidder will be directly converted into a contract performance security when the successful bidder signs the contract.

V. Bidding Instructions:

If the bidder has any of the following circumstances, the bid security will not be returned, and the bid security will be handled by the bidder: 1. Collusion, bid rigging, false bidding, or violation of fair trading; 2. The bidder withdraws its bid documents during the bid validity period; 3. The successful bidder fails to sign the construction contract within the specified time limit.

VI. Obtaining Bidding Documents and Drawings:

Bidding units that have passed the initial qualification review should obtain the bidding documents and drawings in electronic format by 5:00 pm on February 3, 2024 at the latest, with the receipt or payment voucher issued by the bidder after receiving the notice from the bidder.

VII. Site Visit, Q&A Time, Submission of Bid Documents, Opening Time and Location:

(1) Site visit time: Before February 4, 2024. Bidding units submit written questions and Q&A: Before 5:00 pm on February 4, 2024, send emails to weishihai@enricgroup.com.

(2) Deadline for submission of bid documents: February 22, 2024. Delivered to the opening ceremony site. Bid documents submitted after the deadline will not be accepted. (Bid documents must be provided on a U disk in the form of a stamped PDF scan, budget file in Excel format, sealed together with the bidding documents)

(3) Planned opening time: February 22, 2024. The specific time and location of the opening ceremony will be notified separately.

VIII. Notes:

If the above bidding documents, drawings, and opening time are adjusted, the bidder will notify separately. During registration, bidding units must not disclose the information of the recommender, and must not use internal or external relationships to affect the fairness and impartiality of the bidding process, otherwise their bidding qualifications will be cancelled.
