I. Project Overview:

(1) Project Name: A1 Project - Line 4 Power Distribution

(2) Bidder: Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd.

(3) Project Location: No. 16, Yingchun Avenue, Duodao District, High-tech Zone, Jingmen City

(4) Scope and Content of Bidding: A1 Project - Line 4 Power Distribution, responsible for on-site installation and commissioning of complete sets of equipment, implementing a turnkey project.

(5) Quality and Delivery Requirements: Equipment meets national standards and occupational health requirements; put into use on May 20, 2025.

II. Registration Requirements:

(1) Bidding units must have independent corporate legal qualifications. Bidding units must have Class 4 or above power construction, installation, maintenance, and testing qualifications. If it is an agent, it must have brand authorization qualifications; have the ability to independently complete this project, and have experience in similar projects.

(2) Performance Requirements: Within the past 3 years (February 1, 2022 - February 1, 2025), no less than 3 similar achievements have been completed. Similar achievements refer to similar projects with a single contract amount of 1 million yuan or more (performance proof materials are copies of the bidding notice or contract agreement and equipment acceptance report).

(3) Credit Requirements: Not under the status of property being taken over, frozen, or bankrupt; no administrative penalties less than 1 million yuan have been handled within the national administrative region, no more than 3 enforcement records with an enforcement amount not exceeding 1 million yuan, except for those that have eliminated the enforcement record before bidding.

(4) Personnel and Equipment Requirements: A personnel list and equipment capabilities (with company seal) must be provided.

(5) Financial Requirements: Good financial condition, provide audit reports for the past two years.

(6) This bidding does not accept joint bids.

III. Registration Method and Time:

This bidding project adopts telephone and on-site registration methods. Bidding units that meet the above registration conditions should submit the bidding unit's basic qualifications to the email address: chenzhengxin@enricgroup.com (note contact person, contact number, contact email, registration unit, registration project) before 17:00 on April 1, 2025, from 9:00 to 12:00 am and 14:00 to 17:00 pm every day (Beijing time, the same below), or submit them on-site to the Enterprise Management Department of Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd., Chen Zhengxin. After the registration is approved, each unit should pay a registration fee (including electronic materials) of 300 yuan (remittance or bank transfer, when paying, please note: bidding project name and registration fee) to Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd.

IV. Bid Security:

(1) The bid security for this project is RMB 30,000 (in words: Thirty Thousand Yuan), which should be submitted to the bidder in one lump sum before April 8, 2025.

(2) Bidding units should submit the bid security by bank transfer or remittance, and it should be transferred from the bidding unit's basic account, and participate in the opening ceremony with the receipt issued by the bidder;

(3) The bid security of unsuccessful bidders will be returned without interest within 15 days after the contract is signed; the bid security of the successful bidder will be directly converted into a contract performance bond when the successful bidder signs the contract.

V. Obtaining Bidding Documents and Drawings:

Bidding units that have passed the preliminary qualification review should obtain the electronic version of the bidding documents from Han Yu in the procurement department at the latest by April 3, 2025, with the receipt issued by the bidder or payment information after receiving the telephone notification from the bidder.

VI. Q&A Time, Submission Time of Bidding Documents, Opening Time and Location (Specific details are subject to the bidding documents):

(1) Bidding units submit written questions and Q&A: Submit to Han Yu, Procurement Department, Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd., or send an email to hanyu@enricgroup.com before 17:00 on April 4, 2025.

(2) Bidding Deadline: Before 9:00 on April 10, 2025 (specific details are subject to the bidding documents), delivered to the opening ceremony site, late submissions will not be accepted.

(3) Planned Opening Time: Before 9:00 on April 10, 2025 (specific details are subject to the bidding documents).

VII. Notes:

Bidding units must not disclose the information of the recommender during registration, and must not use internal or external relationships to affect the fairness and impartiality of the bidding process, otherwise their bidding qualifications will be cancelled.
