I. Project Overview

(I) Project Name: Phase II Comprehensive Plant Project for Spherical Tanks.

(II) Tenderer: CIMC Enric (Jingmen) Energy Equipment Co., Ltd.

(III) Project Location: No. 16, Yingchun Avenue, Duodao District, Jingmen High-tech Zone

(IV) Scope and Overview of the Tender: 1. Steel structure plant construction project 15000㎡; 2. Supporting single liquid oxygen room, propane room 300㎡; supporting concrete yard 14200㎡. 3. Indoor and outdoor trolley tracks and gantry crane foundation and track installation. 4. Outdoor water supply and drainage and lighting electricity access. 5. Other details are shown in the tender drawings.

(V) Quality and Time Requirements: (1) Qualified quality; (2) Construction period: 180 calendar days (contractual construction period).

II. Registration Requirements:

(I) Bidding units must have independent corporate legal qualifications and have Grade 2 or above general contracting qualifications for building engineering construction, Grade 2 or above professional contracting qualifications for steel structure engineering, and have completed no less than 3 similar projects within the past 3 years (August 30, 2018 - August 30, 2021). Similar projects refer to construction projects of similar steel structure plants with a single contract amount of 5 million yuan or more (performance proof materials are copies of the winning notice or contract agreement and project completion acceptance report); and have corresponding capabilities in terms of personnel, equipment, and funds.

(II) Joint bids are not accepted for this tender.

(III) Professional Requirements: The project manager assigned to this project must have a Grade 2 or above registered constructor registration certificate and a valid safety production qualification certificate. (IV) Financial Requirements: No losses have occurred in the past 3 years (2018, 2019, 2020), and audited financial accounting statements from an accounting firm or audit institution should be attached. (V) Credit Requirements: Not under the status of property being taken over, frozen, or bankrupt, not under the administrative penalty period within the national administrative region, and no major dishonest execution situation (the total amount of the subject matter being executed is less than 3 million RMB or less than three dishonest execution records that have not been executed, except for those that have eliminated dishonest records before bidding).

III. Registration Method and Time: This tender project adopts on-site registration. Those who are interested in participating in the bidding should register from September 13, 2021 to September 18, 2021, 17:00, from 9:00 to 12:00 am and from 14:00 to 17:00 pm every day (Beijing time, the same below) at Room 202, CIMC Enric (Jingmen) Energy Equipment Co., Ltd. office building with the original unit introduction letter, copy of business license and the above materials that meet the registration conditions. After the registration, the tenderer will review the bidding units. The bidding units that pass the review will purchase the tender documents after receiving the notice from the tenderer. Each set of tender documents costs 1000 yuan, and will not be refunded after purchase.

IV. Bid Security

(I) The bid security for this project is RMB: ￥360000.00 (in capital letters: Three Hundred and Sixty Thousand Yuan), and the bid security submission deadline is before 17:00 on September 22, 2021.

(II) Bidding units should submit the bid security by bank transfer or telegraphic transfer (account information is shown in Article 10), and it should be transferred from the bidding unit's basic account, and the bidding unit should attend the opening ceremony with the receipt or payment voucher issued by the tenderer;

(III) The bid security of unsuccessful bidders will be returned without interest within 10 working days after the signing of the contract for this project; the bid security of the successful bidder will be directly converted into a contract performance security when the successful bidder signs the contract.

V. Bidding Notes: If the bidder has any of the following situations, the bid security will not be refunded, and the bid security will be handled by the tenderer: 1. Collusion, bid rigging, false bidding, and acts that violate fair trading; 2. The bidder withdraws its bid documents during the bid validity period; 3. The successful bidder fails to sign the engineering construction contract within the specified time limit.

VI. Method of Obtaining Tender Documents and Drawings: Bidding units that have passed the initial qualification review should obtain the electronic version of the tender documents and drawings by 17:00 on September 19, 2021 at the latest with the receipt or payment voucher issued by the tenderer after receiving the notice from the tenderer.

VII. Time for Questions and Answers, Submission of Bid Documents, Opening Time and Location:

(I) Bidding units submit written questions and answers: Before 17:00 on September 20, 2021 Send emails to weishihai@enricgroup.com.

(II) Deadline for submission of bid documents: September 24, 2021. Delivered to the opening ceremony site, bid documents submitted after the deadline will not be accepted. (Bid documents must be provided in a U disk with a stamped PDF scan, budget file in Excel format, sealed together with the tender documents)

(III) Planned opening time: September 24, 2021, the specific time and location of the opening ceremony will be notified separately.

VIII. Notes: During registration, bidding units must not disclose the information of the recommender, and must not use internal or external relationships to influence the fairness and impartiality of the bidding process, otherwise their bidding qualifications will be cancelled. If the above time is adjusted, the tenderer will notify separately. During the epidemic period, units participating in the registration should present their health code and itinerary code before entering the company. Those with red (yellow) codes or those who have traveled to medium or high-risk areas within 7 days are prohibited from entering. Masks must be worn throughout the stay in the company.
