Tender Announcement I. Tender Project Introduction

(I) Project Name: Jingmen Hongtu MES Phase II Workshop Network Transformation Project

(II) Tenderer: Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd.

(III) Project Location: No. 16, Yingchun Avenue, Duodao District, Jingmen High-tech Zone

(IV) Scope and Content of Tender: Jingmen Hongtu workshop network (wired + wireless) construction project, procurement of computers and other IT equipment (V) Quality and Delivery Time Requirements: Equipment meets national standards and occupational health requirements; installation and delivery within 30 calendar days after contract signing.

II. Registration Requirements:

(I) Bidding units must have independent corporate legal qualifications and the ability to independently bear civil liability.

(II) Bidding units should have good commercial reputation, sound financial accounting system and labor management regulations, and have a good record of paying taxes and social security funds in accordance with the law. Not under the status of property being taken over, frozen, or bankrupt, with no unhandled administrative penalties exceeding 200,000 yuan within the national administrative region, less than three enforcement records within the past 12 months, except for those that have eliminated the enforcement records before bidding.

(III) Bidding units must have a Class II or above professional contracting qualification in electronic and intelligent engineering, have the ability to independently complete this project, and have experience in similar projects. Provide at least 3 similar achievements within the past 3 years (September 30, 2018 - September 30, 2021). Similar achievements refer to similar network engineering construction projects with a single contract amount of 1 million yuan or more (performance proof materials are copies of the winning notice or contract agreement and equipment acceptance report); and have corresponding capabilities in terms of personnel, equipment, and funds.

(IV) This tender does not accept joint bids and shall not be subcontracted or sublet.

III. Registration Method and Time: This tender project adopts on-site registration. When registering, bidding units must provide copies of business license, tax registration certificate, organization code certificate (or three-in-one certificate), social security for the past year (roster and social security payment invoice) with official seal, and the documents required for bidding unit registration conditions in Clause II of this announcement. All documents must be bound into one volume. Registration requires the legal representative of the bidding unit to register in person with the original legal representative qualification certificate and original ID card, or the project manager to register with the original power of attorney from the legal representative and original ID card. Bidding units meeting the above registration conditions should submit their basic qualifications on-site to Ms. Han Lu, Enterprise Management Department, Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd. before 17:00 on October 23, 2021, from 9:00 to 12:00 and 14:00 to 17:00 every day (Beijing time, the same below). After passing the registration, each bidding unit should pay a material fee of 300 yuan (remittance or bank transfer) to Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd.

IV. Bid Security 1. The bid security for this project is RMB 50,000 (in words: Fifty Thousand Yuan), which should be submitted to the tenderer by the bidding unit in one lump sum before 17:00 on October 27, 2021. 2. The bidding unit should submit the bid security by bank transfer or remittance, and it should be transferred from the basic account of the bidding unit, and participate in the opening ceremony with the receipt issued by the tenderer; 3. The bid security of unsuccessful bidders will be returned without interest within 5 days after the contract is signed; the bid security of the successful bidder will be directly converted into a contract performance bond when the successful bidder signs the contract.

V. Obtaining Tender Documents and Drawings: Bidding units that have passed the initial qualification review should obtain the electronic version of the tender documents from Mr. Zheng Dong at the Enterprise Management Department at the latest by October 25, 2021, with the receipt or payment information issued by the tenderer after receiving the telephone notification from the tenderer.

VI. Site Investigation, Q&A Time, Submission of Tender Documents Time, Opening Time and Location (Specific details are subject to the tender documents):

(I) The project manager of the bidding unit should conduct a site investigation to familiarize themselves with the site environment and the actual needs of the purchaser. The site investigation time is 15:00 on October 26, 2021. Bidders who do not participate in the site investigation will be disqualified.

(II) Submission of written questions and answers by bidding units: Submit to Mr. Zheng Dong, Enterprise Management Department, Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd. by 17:00 on October 27, 2021, or send an email to zhengdong@enricgroup.com.

(III) Deadline for submission of tender documents: 9:00 on October 29, 2021. Delivered to the opening ceremony site. Tender documents submitted after the deadline will not be accepted. (Tender documents must be provided on a U disk in the form of a stamped PDF scan, budget file in Excel format, sealed together with the tender documents).

(IV) Planned Opening Time: October 29, 2021, the specific time and location will be notified separately.

VII. Notes: During registration, bidding units must not disclose the information of the recommender, and must not use internal or external relationships to affect the fairness and impartiality of the bidding process, otherwise their bidding qualifications will be cancelled.
