I. Project Overview

(I) Project Name: Installation of PMS Tanks and Fire Water Tanks for the Nigeria AP Project

(II) Tenderer: Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd.

(III) Project Location: Within Nigeria

(IV) Scope and Content of the Tender: 1. Scope of Tender: Installation of 3*17815 cubic meters PMS tanks + 1*15000 cubic meters fire water tank in Apapa, Lagos, Nigeria; Installation of a 1700 cubic meters fire water tank in Kano, Nigeria. 2. Tender Content: Complete installation of water tanks and PMS tanks on-site according to the drawings provided by the tenderer. This includes, but is not limited to: A. Pre-fabrication of base plates and wall plates domestically; (Bidders may also choose on-site pre-fabrication) B. Domestic production and procurement of various components (see quota). (Bidders may also choose on-site production) C. On-site installation of oil and water tanks in Nigeria according to the drawings, including tank welding, inspection, testing, corrosion protection, LOGO spraying, and installation of all accessories such as ladders, platforms, pipes, and parts. D. Installation and commissioning of aluminum alloy floating trays according to the drawings; E. Installation and testing of aluminum alloy mesh shells under the guidance of the manufacturer according to the drawings; 3. Quotation Scope: A. The tenderer will provide the main materials required for the prefabrication of wall plates, base plates, and parts according to the drawings, and will be responsible for transportation to the bidder's designated domestic processing location. The bidder will be responsible for prefabrication according to the drawings, simple corrosion protection (materials and construction are the responsibility of the bidder), production, packaging and shipping (including materials, meeting international shipping and quarantine requirements, and the company's "General Requirements for Packaging Materials for Export Business"), and transportation to the port designated by the tenderer (tentatively Shanghai Port, changes to the shipping port will be adjusted accordingly). B. The tenderer will provide welding materials and paint according to the confirmed quota. Other installation auxiliary materials, consumables, labor protection supplies, epidemic prevention supplies, etc., shall be borne by the bidder; the bidder shall provide construction machinery and equipment, temporary power equipment, inspection instruments, etc., that meet the construction needs and safety requirements. C. The tenderer is responsible for the sea freight, customs declaration, customs clearance, and transportation within Nigeria of the tenderer's goods and goods processed by the bidder. Other construction auxiliary materials, consumables, construction machinery, temporary power equipment, tooling, daily necessities, labor protection supplies, etc., purchased by the bidder shall be handled by the bidder. D. The tenderer is responsible for RT, UT, MT, PT non-destructive testing; other testing shall be handled by the bidder; E. Welders must pass the examination of the tenderer's company before entering the site; other special operation personnel must hold certificates. F. The bidder shall bear all labor costs, living expenses, transportation costs (excluding international air tickets), insurance (insurance amount over 10,000), quarantine fees, labor protection fees, machinery rental fees, etc., for all on-site construction. (However, the owner will provide construction water, electricity, sand for sandblasting, and air-conditioned accommodation; other expenses will be borne by the bidder). G. The bidder is responsible for applying for passports and health certificates for construction personnel, and for the costs associated with visa applications. The tenderer is responsible for handling international round-trip air tickets and visas between China and Lagos, as well as renewals or residence permits in Nigeria, and will bear the costs. H. The bidder is responsible for compiling all relevant construction process documents, completion documents, HSE documents, operation manuals, training and maintenance documents, and for training the owner's personnel in operation, maintenance, and upkeep. I. The bidder will arrange personnel to the tenderer's company to package the goods shipped directly from the tenderer's company to the dock, and bear the relevant costs. J. The quantity, variety, and specifications of the materials provided by the tenderer will be confirmed with the winning bidder before shipment. If there is insufficient quantity or the specifications do not meet the requirements during construction, the winning bidder will be responsible. 4. Quotation: Separate quotation for domestic prefabrication and overseas installation (if prefabrication is done domestically, specify the location of the processing site. If the bidder believes that the cost of prefabrication and installation overseas is lower, this should be stated separately in the quotation). A 13% VAT special invoice will be issued for the domestic prefabrication part, and a 0% VAT ordinary invoice will be issued for the overseas installation part.

(V) Quality and Delivery Requirements: (1) Quality and requirements are specified in the design documents; (2) Construction period: 120 calendar days after the arrival of the main materials at the construction site (contract period).

II. Registration Requirements: (I) Bidders must be legal entities with independent civil liability capacity, and must have a Grade 2 or above chemical and petroleum engineering construction general contracting qualification or Grade 2 or above electromechanical installation general contracting qualification issued by the construction administrative authority; the safety production license must be valid; within the past 3 years (November 30, 2018 - November 30, 2021), they must have completed no less than 3 similar projects with a single contract amount of 3 million yuan or more, or have completed no less than three projects involving single oil tanks of 10,000 cubic meters or more, and have the corresponding construction capabilities in terms of personnel, equipment, and funds;

(II) Joint bids are not accepted for this tender.

(III) Credit Requirements: Not under receivership, asset freeze, or bankruptcy; no administrative penalties exceeding 200,000 yuan within the national administrative region; less than three enforcement records, except for those that have been eliminated before bidding. III. Registration Method and Time: This tender project adopts on-site/remote registration. Bidding units that meet the above registration requirements should submit their basic qualifications to the following email address (hanlu@enricgroup.com) or submit them on-site to the Enterprise Management Department of Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd. before 5:00 PM on December 13, 2021 (Beijing time, the same below), from 9:00 AM to 12:00 PM and 1:30 PM to 5:00 PM each day. After registration is approved, each unit should pay a document fee of 300 yuan (wire transfer or bank transfer) to Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd.

IV. Bid Security 1. The bid security for this project is RMB 200,000 (in words: Two hundred thousand yuan), which should be submitted to the tenderer by the bidding unit before December 24, 2021. 2. The bidding unit should submit the bid security by bank transfer or wire transfer (account information is shown in Article IX), and it should be transferred from the bidding unit's basic account, and the receipt issued by the tenderer should be presented at the opening ceremony; 3. The bid security of unsuccessful bidders will be returned without interest within 5 days after the contract is signed; the bid security of the successful bidder will be directly converted into a contract performance bond when the contract is signed.

V. Obtaining Tender Documents and Drawings: Bidding units that have passed the initial qualification review should obtain the electronic version of the tender documents and drawings from Zhang Nian before December 15, 2021, at the latest, after receiving a phone call from the tenderer, with the receipt or payment information issued by the tenderer.

VII. Notes: During registration, bidders must not disclose the information of the recommender, and must not use internal or external relationships to influence the fairness and impartiality of the bidding process; otherwise, their bidding qualifications will be cancelled.
