I. Introduction to the Bidding Project

(I) Project Name: Warehouse - Maintenance Workshop Greenhouse Transformation and Shot Blasting Workshop Project.

(II) Bidder: Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd.

(III) Project Location: No. 16, Yingchun Avenue, Duodao District, Jingmen High-tech Zone

(IV) Scope and Overview of Bidding:

1. Greenhouse Transformation: Includes steel structure, walls, lighting, power distribution, gantry crane track foundation, ground, enclosure, etc. The main project is to divide the existing greenhouse (60m long, 20.2m wide, 6m eave height) into storage and maintenance workshops. The maintenance workshop area is 24*20.2, the rest is storage area, and two-layer cargo platforms are added to the storage area; maintenance walls are added around the greenhouse; including ground track foundation and track installation of about 270m, including indoor and outdoor concrete ground of 2100㎡.

2. Steel Structure Greenhouse: Includes shot blasting workshop light steel structure greenhouse, heat treatment furnace light steel structure plant renovation and expansion, demolition of the original warehouse of the heat treatment furnace greenhouse and renovation of underground fire-fighting water pipelines. The main project includes a shot blasting workshop light steel structure greenhouse with an area of about 900㎡, a heat treatment furnace light steel structure plant expansion steel structure greenhouse with an area of about 120㎡, including greenhouse foundation and steel structure construction; demolition of a 240㎡ warehouse. Note: The scope and content of the bidding shall be subject to the bidding documents.

(V) Quality and Time Requirements: (1) Quality and requirements are shown in the bidding documents; (2) Construction period: Warehouse - Maintenance workshop transformation 25 calendar days, shot blasting workshop light steel structure greenhouse 25 calendar days, two greenhouses implemented in stages.

II. Registration Conditions:

(I) Bidding units must have independent corporate legal person qualifications, and have Grade 3 or above general contracting qualifications for building engineering construction, Grade 3 or above professional contracting qualifications for steel structure engineering, and have completed no less than 3 similar projects within the past 3 years (February 28, 2019 - February 28, 2022). Similar projects refer to steel structure engineering construction projects with a single contract amount of 1 million yuan or more (performance proof materials are copies of bidding notices or contract agreements and project completion acceptance reports); and have corresponding capabilities in terms of personnel, equipment, and funds.

(II) Joint bids are not accepted for this bidding.

(III) Credit Requirements: Not under property receivership, freezing, or bankruptcy; no administrative penalties less than 200,000 yuan in the national administrative region, no more than 3 enforcement records with a total amount not exceeding 3 million yuan, except for those that have eliminated the enforcement records before bidding.

III. Registration Method and Time: This bidding project adopts on-site registration. Those who are interested in bidding, please bring the documents included in the above registration conditions to Room 202, Jingmen Hongtu Special Flight Vehicle Manufacturing Co., Ltd. office building from March 11, 2022 to March 18, 2022 (excluding statutory holidays), from 9:00 to 12:00 am and from 2:00 pm to 5:00 pm every day (Beijing time, the same below). Each set of bidding documents costs 500 yuan, non-refundable.

IV. Bid Security

(I) The bid security for this project is RMB: ￥50000.00 (in words: Fifty Thousand Yuan), which shall be submitted by the bidding unit to the bidder in a lump sum before March 25, 2022.

(II) Bidding units shall submit the bid security by bank transfer or remittance (account information is shown in Article 10), and shall be remitted from the bidding unit's basic account, and shall participate in the opening ceremony with the receipt or payment voucher issued by the bidder;

(III) The bid security of unsuccessful bidders shall be returned without interest within 10 working days after the signing of the contract for this project; the bid security of the successful bidder shall be directly converted into a contract performance security when the successful bidder signs the contract.

V. Bidding Notes: If the bidder has any of the following circumstances, the bid security shall not be refunded, and the bid security shall be handled by the bidder: 1. Collusion, bid rigging, false bidding, and acts that violate fair trading; 2. The bidder withdraws its bid documents during the bid validity period; 3. The successful bidder fails to sign the engineering construction contract within the prescribed time limit.

VI. Method of Obtaining Bidding Documents and Drawings: Bidding units that have passed the qualification preliminary examination shall obtain the bidding documents and drawings in electronic form by 5:00 pm on March 21, 2022 at the latest, with the receipt or payment voucher issued by the bidder after receiving the notice from the bidder.

VII. Time for Question and Answer, Submission of Bid Documents, Opening Time and Place: (I) Bidding units submit written questions and answers: Send emails to weishihai@enricgroup.com before 5:00 pm on March 22, 2022. (II) Deadline for submission of bid documents: March 29, 2022. Delivered to the opening ceremony site, late submissions will not be accepted. (Bid documents need to be provided in a U disk with a stamped PDF scan, budget file in Excel format, sealed together with the bidding documents) (III) Planned opening time: March 29, 2022, the specific time and opening place will be notified separately.

VIII. Notes: If the above bidding documents, drawings delivery, and opening time are adjusted, the bidder will notify separately. Each bidding unit shall not disclose the recommender's information during registration, and shall not use internal or external relationships to influence the fairness and impartiality of the bidding process, otherwise its bidding qualification will be cancelled. During the epidemic period, units participating in the registration shall present their health code and itinerary code before entering the company. Those with red (yellow) codes or those who have traveled to medium or high-risk areas are prohibited from entering. Masks must be worn throughout the stay in the company.
