I. Project Overview

(I) Project Name: Shot Blasting Room Equipment Foundation Engineering.

(II) Tenderer: Jingmen Hongtu Special Aircraft Manufacturing Co., Ltd.

(III) Project Location: No. 16, Yingchun Avenue, Duodao District, Jingmen High-tech Zone

(IV) Scope and Overview of Bidding: Shot blasting room equipment foundation construction, the foundation type is reinforced concrete pool wall structure, the outer structural dimensions are approximately 6.8*32m, and the depth is 2.5m; including track foundation and track installation construction, length 80m; new supporting cable trench 400*400mm, length about 25m; existing factory building wall demolition; pipeline transformation. The existing construction site is a concrete floor, with nearby buildings around it.

(V) Quality and Time Requirements: (1) Quality and requirements are shown in the bidding documents; (2) Construction period: 20 calendar days.

II. Registration Requirements: (I) Bidding units must have independent corporate legal person qualifications and have Grade 3 or above general contracting qualifications for building engineering construction, or foundation construction qualifications. Within the past 3 years (May 6, 2019-May 6, 2022), they have completed no less than 3 similar projects. Similar projects refer to the construction projects of similar foundation engineering projects with a single contract amount of 1 million yuan or more (performance proof materials are copies of the winning notice or contract agreement and project completion acceptance report); and have corresponding capabilities in terms of personnel, equipment, and funds. (II) Joint bids are not accepted for this tender. (III) Credit requirements: Not under the status of property being taken over, frozen, or bankrupt, no administrative penalties less than 200,000 yuan have been handled within the national administrative region, no more than 3 enforcement records with a total amount not exceeding 3 million yuan, except for those who have eliminated the enforcement records before bidding.

III. Registration Method and Time: This bidding project adopts on-site registration. Those who are interested in participating in the bidding, please come to Room 202, Jingmen Hongtu Special Aircraft Manufacturing Co., Ltd. office building from May 7, 2022 to May 14, 2022 (excluding legal holidays), from 9:00 am to 12:00 pm and from 2:00 pm to 5:00 pm every day (Beijing time, the same below) with the documents included in the above registration conditions. Each set of bidding documents costs 500 yuan, and will not be refunded after purchase.

IV. Bid Security (I) The bid security for this project is RMB: ￥10000.00 (in capital letters: Ten thousand yuan), which should be submitted to the tenderer by the bidding unit before May 16, 2022. (II) The bidding unit should submit the bid security by bank transfer or remittance (account information is shown in Article 10), and it should be transferred from the basic account of the bidding unit, and participate in the opening ceremony with the receipt or payment voucher issued by the tenderer; (III) The bid security of unsuccessful bidders will be returned without interest within 10 working days after the signing of the contract for this project; the bid security of the successful bidder will be directly converted into a contract performance bond when the successful bidder signs the contract.

V. Bidding Instructions: If the bidder has any of the following situations, the bid security will not be refunded, and the bid security will be handled by the tenderer: 1. Collusion, bid rigging, false bidding, and acts that violate fair trading; 2. The bidder withdraws its bid documents during the bid validity period; 3. The successful bidder fails to sign the construction contract within the specified time limit.

VI. Obtaining Bidding Documents and Drawings: Bidding units that have passed the qualification preliminary examination should obtain the electronic version of the bidding documents and drawings by 5:00 pm on May 15, 2022 at the latest after receiving the notice from the tenderer, with the receipt or payment voucher issued by the tenderer.

VII. Q&A Time, Submission of Bid Documents Time, Opening Time and Location: (I) Bidding units submit written questions and Q&A: Send emails to weishihai@enricgroup.com before 5:00 pm on May 16, 2022. (II) Deadline for submission of bid documents: May 19, 2022. Delivered to the opening site, bid documents submitted after the deadline will not be accepted. (Need to provide the stamped PDF scan of the bid document, the budget file Excel file, and seal it together with the bid document with a U disk) (III) Planned opening time: May 19, 2022, the specific time and opening location will be notified separately.

VIII. Notes: If the above bidding documents, drawings sending, and opening time are adjusted, the tenderer will notify separately. Each bidding unit must not disclose the recommender's information during registration, and must not use internal or external relationships to affect the fairness and justice of the bidding process, otherwise its bidding qualification will be cancelled. During the epidemic period, units participating in the registration should present their health code and itinerary code before entering the company. Those with red (yellow) codes or those who have traveled to medium or high-risk areas are prohibited from entering. Masks must be worn throughout the entire time in the company.
