I. Project Overview

(I) Project Name: Low Temperature Pump for Ghana Project

(II) Bidder: Jingmen Hongtu Special Aircraft Manufacturing Co., Ltd.

(III) Project Location: No. 16, Yingchun Avenue, Duodao District, High-tech Zone, Jingmen City

(IV) Bidding Scope and Content: Low Temperature Pump for Ghana Project

(V) Quality and Delivery Requirements: Equipment must meet relevant industry standards and occupational health requirements; delivery within 14 months after contract signing.

II. Registration Requirements:

(I) Bidding units must have independent corporate legal qualifications and brand authorization qualifications, and have completed no less than 5 similar projects in the past 10 years (March 20, 2013 - March 20, 2023). (Proof of performance is a copy of the winning notice or contract agreement and equipment acceptance report); and have corresponding capabilities in personnel, equipment, and funds.

(II) Joint bids are not accepted for this tender.

(III) Credit Requirements: Not under property receivership, freezing, or bankruptcy; no administrative penalties less than 200,000 yuan nationwide; less than three enforcement records in the past 12 months and the amount of enforcement does not exceed 1.5 million yuan, except for those that have eliminated the enforcement records before bidding.

III. Registration Method and Time:

This bidding project adopts telephone and on-site registration. Bidding units that meet the above registration requirements should submit the bidding unit's basic qualifications to the following email (hanlu@enricgroup.com) or submit them on-site to the Enterprise Management Department of Jingmen Hongtu Special Aircraft Manufacturing Co., Ltd. before 17:00 on March 28, 2023 (Beijing time, the same below), from 9:00 to 12:00 in the morning and 14:00 to 17:30 in the afternoon. After registration is approved, each unit should pay a material fee of 500 yuan (wire transfer or bank transfer) to Jingmen Hongtu Special Aircraft Manufacturing Co., Ltd.

IV. Bidding Lots:

This tender will be divided into two lots. The first lot is 8 loading pumps, with LNG/ethane/propane/butane loading pumps, 2 units each; the second lot is 4 ship loading pumps, with propane/butane ship loading pumps, 2 units each.

V. Bid Security

1. The bid security for participating in both lots of this project is RMB 700,000 (in words: Seven hundred thousand yuan), the bid security for participating in the first lot is RMB 400,000 (in words: Four hundred thousand yuan), and the bid security for participating in the second lot is RMB 300,000 (in words: Three hundred thousand yuan). Bidding units should submit it to the bidder at one time before March 31, 2023;

2. Bidding units should submit the bid security by bank transfer or wire transfer, and it should be transferred from the bidding unit's basic account, and participate in the opening ceremony with the receipt issued by the bidder;

3. The bid security of unsuccessful bidders will be returned without interest within 5 days after the contract is signed; the bid security of the successful bidder will be directly converted into a contract performance bond when the successful bidder signs the contract.

VI. Obtaining Bidding Documents and Drawings:

Bidding units that have passed the preliminary qualification review should obtain the electronic version of the bidding documents from Nie Wei in the procurement department at the latest by March 29, 2023, with the receipt or payment information issued by the bidder after receiving the telephone notification from the bidder.

VII. Q&A Time, Submission of Bidding Documents Time, Opening Time and Location (Specific details are subject to the bidding documents):

(1) Bidding units submit written questions and Q&A: Submit to Nie Wei, Procurement Department, Jingmen Hongtu Special Aircraft Manufacturing Co., Ltd. or send an email to nie.wei@enricgroup.com before 17:00 on March 30, 2023;

(2) Bidding deadline: Before 9:00 on April 6, 2023 (specific details are subject to the bidding documents), delivered to the opening ceremony site, late submissions will not be accepted.

(3) Planned opening time: 9:00 on April 6, 2023 (specific details are subject to the bidding documents).

VIII. Notes: During registration, bidding units must not disclose the information of the recommender, and must not use internal or external relationships to affect the fairness and impartiality of the bidding process, otherwise their bidding qualifications will be cancelled.
