I. Project Overview
(1) Project Name: Phase I Main Plant Foam Composite Board Replacement with Fire-Resistant Rock Wool Board Project

(4) Bidding Overview and Scope:
Project Overview: It is now necessary to replace approximately 752.5㎡ of foam composite boards on the west wall and partition walls of the second-floor office and training room in the west end of the Phase I main plant; approximately 1472.07㎡ of foam composite boards in the low-temperature workshop, winding room, sand-filling room, heating room equipment room, and maintenance group rest room in the west end of the Phase I main plant; approximately 370.69㎡ of foam composite boards in the 4# line smothering furnace room operating room and switch room; and approximately 130.48㎡ of foam composite boards in the flaw detection room operating room, totaling approximately 2725.74㎡ of foam composite boards. These will be replaced with national standard fire-resistant rock wool boards with a thickness of 7.5cm and upper/lower white coated steel plates with a thickness of 0.4mm. The single-layer color-coated steel roof of the heating room equipment room and sand-filling room (611.6㎡) will also be replaced. Bidding Scope: 1. The replacement of wall and roof panels includes the restoration of edges, purlins, frames, and the replacement of damaged parts. 2. Restoration of doors, windows, various pipelines, switch panels, fans, air conditioners, etc. within the scope of wall panel replacement. Note: Construction must be implemented in a distributed manner, one by one (without affecting office work and production). The specific project content and quantity shall be subject to the bidding documents.
(5) Quality and Time Requirements: (1) Quality and requirements are specified in the bidding documents; (2) Construction period: 50 days.
II. Registration Requirements:
(1) Bidding units must have independent corporate legal person qualifications and have Grade 3 or above qualifications for general contracting of building engineering and Grade 3 or above qualifications for specialized contracting of steel structure engineering. Within the past 3 years (March 31, 2020 - March 31, 2023), they must have completed no less than 3 similar projects. Similar projects refer to steel structure factory buildings with a single contract amount of 300,000 yuan or more, or color steel plate house construction projects of 1000㎡ or more (performance proof materials are copies of the bidding notice or contract agreement and project completion acceptance report); and have corresponding capabilities in terms of personnel, equipment, and funds.
(2) Joint bids are not accepted for this bidding.
(3) Credit Requirements: Not under the status of property being taken over, frozen, or bankrupt; no administrative penalties of less than 200,000 yuan have been imposed nationwide; no more than 3 enforcement records with a total amount of no more than 3 million yuan, except for those that have eliminated the enforcement records before bidding.
III. Registration Method and Time:
This bidding project adopts on-site registration. Those who are interested in bidding, please bring the documents listed in the registration requirements to Room 202 of CIMC Enric (Jingmen) Energy Equipment Co., Ltd. office building from June 2, 2023 to June 8, 2023 (excluding statutory holidays), from 9:00 to 12:00 am and 2:00 pm to 5:00 pm every day (Beijing time). Each set of bidding documents costs 500 yuan and is non-refundable.
IV. Bid Security
(1) The bid security for this project is RMB: ¥30,000.00 (in words: Thirty Thousand Yuan), which should be submitted to the bidder in one lump sum before June 13, 2023.
(2) Bidding units should submit the bid security through bank transfer or remittance (account information is shown in Article 10), and it should be remitted from the bidding unit's basic account, and the bidding unit should bring the receipt or payment voucher issued by the bidder to attend the opening ceremony;
(3) The bid security of unsuccessful bidders will be returned without interest within 10 working days after the signing of the contract for this project; the bid security of the successful bidder will be directly converted into a contract performance security when the successful bidder signs the contract.
V. Bidding Instructions:
If the bidder has any of the following circumstances, the bid security will not be refunded, and the bid security will be handled by the bidder:
1. Collusion, bid rigging, false bidding, or any act that violates fair trading;
2. The bidder withdraws its bid documents during the bid validity period;
3. The successful bidder fails to sign the construction contract within the specified time limit.
VI. Obtaining Bidding Documents and Drawings:
Bidding units that have passed the initial qualification review should obtain the electronic version of the bidding documents and drawings by 5:00 pm on June 9, 2023 at the latest, after receiving the notice from the bidder, with the receipt or payment voucher issued by the bidder.
VII. Site Visit, Q&A Time, Submission of Bid Documents Time, Opening Time and Location:
(1) Site visit time: Before June 11, 2023. Bidding units submit written questions and Q&A: Email to heshuangjiang@enricgroup.com before 5:00 pm on June 12, 2023.
(2) Deadline for submission of bid documents: June 16, 2023. Delivered to the opening ceremony site. Bid documents submitted after the deadline will not be accepted. (Bid documents must be provided on a U disk in the form of a stamped PDF scan, budget file in Excel format, sealed together with the bidding documents)
(3) Planned opening time: June 16, 2023. The specific time and location of the opening ceremony will be notified separately.
VIII. Notes:
If the above bidding documents, drawings delivery, and opening time are adjusted, the bidder will notify separately. During registration, bidding units must not disclose the information of the recommender, and must not use internal or external relationships to affect the fairness and impartiality of the bidding process, otherwise their bidding qualifications will be cancelled.
