I. Project Overview

(4) Tender Overview and Scope:

1. Phase I Main Plant: ① Acrylic waterproofing treatment of all skylight belt lap joints on the roof (except for photovoltaic panel covered areas); ② Acrylic waterproofing treatment of all lap joints of small roof skylights and cover plates; ③ Acrylic waterproofing treatment of lap joints at the 5# line roof (including lap joints at the high-rise roof of the No. 5 line); ④ Acrylic waterproofing treatment at the roof ridge; ⑤ Acrylic waterproofing treatment of lap joints at the bottom corners of the high and low roofs of the 2# line; ⑥ East atmospheric building: Acrylic waterproofing treatment of the lap joints of the entire skylight tile roof; replacement of 210 meters of rusted gutters; anti-corrosion and reinforcement treatment of 46 gutter downpipes; ⑦ 2# line high-rise roof skylight: Acrylic waterproofing treatment of lap joints at the bottom corners of high and low roofs, arched roof lap joints and skylight tile roof lap joints; anti-corrosion and reinforcement treatment of 34 gutter downpipes; ⑧ Acrylic waterproofing treatment of roof edge lap joints in the east and west directions; ⑨ Acrylic waterproofing treatment of lap joints at the junction of 4# line and 5# line; ⑩ Replacement and acrylic waterproofing treatment of 129 500-type 304 stainless steel non-powered vortex ventilators on the roof; ⑪ Acrylic waterproofing treatment at the junction of the roof and chimney;

2. Phase I Spherical Tank Plant (Pressing Workshop 1): ① Reinforcement of skylight tiles, replacement of damaged ones; ② Acrylic waterproofing treatment at the junction of all auxiliary buildings and steel structure plants; ③ Acrylic waterproofing treatment at the roof ridge; ④ Acrylic waterproofing treatment of gutters on the north and south sides; replacement of 200 meters of rusted gutters on the north and south sides;

3. Replacement of gutters on the east side of the parts workshop comprehensive warehouse;

4. Overall acrylic waterproofing treatment of the roof of the quality control center;

5. Overall acrylic waterproofing treatment of the roof of the oxygen warehouse;

6. Acrylic waterproofing treatment at the connection between the general inspection station training ground and the building;

7. Acrylic waterproofing treatment of the office building lobby rain platform;

8. Acrylic waterproofing treatment of the 5 grids above the landscape pool;

9. New color steel tile roofing for the end cap shed. Note: The waterproof material specifies Dongfang Yuhong brand acrylic material (thickness 1.2mm, weight 1.5kg/㎡); strictly follow the construction process and steps of acrylic waterproof coating. The specific project content and engineering quantity of the construction shall be subject to the bidding documents issued.

(5) Quality and Time Requirements: (1) Quality and requirements are shown in the bidding documents; (2) Construction period: 60 days.

II. Registration Requirements:

(1) Bidding units must have independent corporate legal person qualifications, and have Grade 3 general contracting qualifications, Grade 3 steel structure professional contracting qualifications, or Grade 3 or above building waterproofing engineering professional contracting qualifications. Within the past 3 years (September 30, 2020 - October 1, 2023), they have completed no less than 3 similar projects. (Performance proof materials are copies of bidding notices or contract agreements and project completion acceptance reports).

(2) Financial Requirements: Provide audit reports for the past two years.

(3) Personnel and Equipment Requirements: Personnel details and equipment capabilities.

(4) Credit Requirements: Not under the status of property being taken over, frozen, or bankrupt; no administrative penalties less than 200,000 yuan in the national administrative region; no more than 3 enforcement records with a total amount not exceeding 3 million yuan, except for those who have eliminated the enforcement records before bidding.

(5) Joint bids are not accepted for this tender.

III. Registration Method and Time:

This tendering project adopts on-site registration. Those who are interested in participating in the bidding, please bring the documents included in the above registration conditions to Room 202, CIMC Enric (Jingmen) Energy Equipment Co., Ltd. office building from December 13, 2023 to December 19, 2023 (excluding statutory holidays), from 9:00 to 12:00 am and 2:00 pm to 5:00 pm every day (Beijing time, the same below). Each unit should pay a registration fee (including electronic materials) of 500 yuan (remittance or bank transfer, please note: registration fee) after passing the registration.

IV. Bid Security

(1) The bid security for this project is RMB: ￥30000.00 (in words: Thirty Thousand Yuan), which should be submitted to the tenderer by the bidding unit before December 22, 2023.

(2) The bidding unit shall submit the bid security by bank transfer or remittance (account information is shown in Article 10), and it shall be remitted from the basic account of the bidding unit, and the bidding unit shall participate in the opening ceremony with the receipt or payment voucher issued by the tenderer;

(3) The bid security of unsuccessful bidders will be returned without interest 15 working days after the signing of the contract for this project; the bid security of the successful bidder will be directly converted into a contract performance security when the successful bidder signs the contract.

V. Bidding Instructions:

If the bidder has any of the following circumstances, the bid security will not be refunded, and the bid security will be handled by the tenderer:

1. Collusive bidding, bid rigging, bid-suppression, falsification, and any act that violates fair trading;

2. Bidders withdrawing their bids during the bid validity period;

3. The winning bidder failing to sign the construction contract within the stipulated timeframe.

VI. Obtaining Bidding Documents and Drawings:

Bidding units that have passed the initial qualification review should obtain the electronic versions of the bidding documents and drawings by 17:00 on December 21, 2023 at the latest, upon receiving notification from the bidder, presenting the receipt or payment voucher issued by the bidder.

VII. Site Visit, Q&A Session, Bid Submission Time, Bid Opening Time and Location:

(I) Site visit time: Before December 20, 2023. Bidders should submit written questions and request clarifications by 22:00 on December 22, 2023 via email to heshuangjiang@enricgroup.com.

(II) Bid submission deadline: December 26, 2023. Bids must be submitted in person to the bid opening venue. Bids submitted after the deadline will not be accepted. (Bids must be submitted on a USB drive containing a stamped PDF scan of the bid documents, an Excel file for the budget, and sealed together with the bidding documents).

(III) Planned bid opening time: December 26, 2023. The specific time and location of the bid opening will be notified separately.

VIII. Notes:

If the above bidding documents, drawings submission, and bid opening time are adjusted, the bidder will notify separately. All bidding units must not disclose referrer information during registration and must not use internal or external relationships to influence the fairness and impartiality of the bidding process; otherwise, their bidding qualifications will be cancelled. Please wear a mask throughout the process when participating in the registration.
